Mobile Refuse Carts and Tags for Additional ItemsPlease be reminded that the garbage ordinance is being enforced by our enforcement officers on a regular basis. To avoid violations, please follow the ordinance. Be sure to put your garbage out AFTER 5:00 p.m. the night before collection, and bring your cans in PRIOR to 8:00 a.m. the morning after collection. Garbage can lids MUST CLOSE COMPLETELY! Buy enough specially marked garbage bags at the municipal building ahead of time so you have them. Any extra garbage can be put in these bags, allowing your can to close completely. Remember that only one bulk item can be placed next to your can each week. If you have more items to be collected, please come to the office ahead of time to purchase tags. Our offices are open Monday through Friday, 8am to 5pm. EFFECTIVE IMMEDIATELY – DUE TO COVID-19, PLEASE WRAP YOUR MATTRESSES BEFORE AND BOX SPRINGS PUTTING THEM OUT FOR COLLECTION.
The annual costs for the 2023 collection year are: $244 – 32 gallon; $369.20 – 64 gallon; $498.50 – 96 gallon; special disposable bags – $4.85 each; extra bulk item tag – $35.05 each, exchange fee – $30.00.

Residents may place ONE bulky item out per week, in addition to the green toter. If you have additional bulk items to be placed out for collection, you need to purchase a special tag for each bulk item. These tags are $35.05 each and are available for purchase at the borough office.
If you have additional bags of trash that do not fit in your assigned can, you can purchase specially marked bags for $4.85 each. These bags are available at the borough office. Additional trash that is put out for collection that is NOT in a specially marked bag will not be taken by Waste Management, and a violation will be issued.
The following holidays will delay our garbage collection in 2023:
Memorial Day – garbage collection will be Wednesday, May 31, 2023*
Independence Day – garbage collection will be Wednesday, July 5, 2023*
Labor Day– garbage collection will be Wednesday, September 6, 2023*
Christmas Day – garbage collection will be Wednesday, December 27, 2023*
Except for the above holiday dates, garbage collection is every Tuesday.

To avoid receiving fines for garbage violations:

- Bring garbage cans from curbside before 8:00 a.m. the day after collection
- Be sure the garbage can lid closes completely!
- Only utilize the green garbage can issued by Waste Management
- Purchase specially marked garbage bags from our office for additional trash
- Only place ONE bulk item out per week
- Purchase special bulk item tag from our office for additional bulk items
- Do not place electronics at curbside – take them to the recycling center
- Do not place items with Freon until Freon is removed and tagged by plumber
- Call our office if you have questions beforehand so you do not get a fine!
Ordinance No. 1353, amending Chapter 134 – Solid Waste, was recently adopted by borough council. Residents will choose the appropriate sized garbage can for their use and the annual user fee will be based according to the chosen size. Please select the desired sized can and quantity on the form available here and return to 24 Analomink Street, East Stroudsburg PA 18301. The letter that was sent out to residents and homeowners can be viewed here.
Ordinance 1377 updated the times for which cans can be at curbside. Garbage, containers, or bulky waste items shall not be placed at curbside or along the side of the road before 5:00 p.m. on the day prior to the designated collection day (i.e., not before 5:00 p.m. Monday normally); and containers must be removed from curbside or along the road no later than 8:00 a.m. on the day after collection. Placing garbage out too early is a health code violation as well as a visual eyesore. Violators will be prosecuted.
East Stroudsburg Borough provides mandatory residential garbage collection and disposal services through its designated contractor to all eligible residential units within the Borough. Multifamily housing properties having more than four (4) dwelling units per structure where all the dwelling units are not owned in fee simple by individual owners, group homes, and commercial, industrial and institutional establishments are not serviced by the Borough contract. The owner(s) of those establishments are responsible under Borough ordinance for the proper collection and disposal of solid wastes from their premises by a commercial garbage contractor of their choice. All other residences are provided service through the Borough’s contractor, Waste Management of PA, Inc., under the contract in effect for the 2022 – 2024 years.
Garbage Collection Day. The pickup day for residential garbage in the Borough is every Tuesday. The major holidays observed by Waste Management are New Year’s Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day and Christmas Day. During the 2023 year, the following holidays will require the rescheduling of garbage pickup from the regular Tuesday date to one day later due to such holiday: Memorial Day, Independence Day, Labor Day, and Christmas Day. For those holiday weeks, garbage collection in the Borough will occur on Wednesday, instead of on Tuesday. Any other unanticipated changes in schedule due to weather or emergency conditions will be announced as time permits on our website and through our Code Red Alert system and Savvy Citizen (sign up here).
Residents are also reminded that you may only place out for pickup residential wastes generated at or from your residence located within the Borough of East Stroudsburg. It is unlawful for any person to bring into the municipality or permit to be brought into the municipality for pickup/collection and disposal any solid waste that is not generated in or originated from an eligible residence located within the Borough. Violators will be prosecuted under Borough Ordinance.
Requirement for Certified Removal of Freon from Appliances. All refrigerators, freezers, and air conditioners must be certified “deactivated” (Freon free) by an authorized contractor before Waste Management will pick them up. It is your responsibility as the owner or occupants of a residence to have an appliance with Freon deactivated properly. Do not release the Freon yourself, as neither the garbage contractor nor the Borough are responsible for disposing of such appliances unless the Freon has been removed properly. HVAC contractors generally can perform this service.
Waste Management will not pick up commercial construction refuse or demolition debris. Commercial contractors are responsible for properly disposing of their own construction wastes. Other restricted materials that will not be picked up are Hazardous Wastes (such as liquid paints, solvents, acids, oils, etc.) and tires.
State law has been in effect since 2013 provides that – Electronic devices may not be placed out for weekly garbage pickup with your municipal solid waste. This includes televisions, and computer equipment including but not limited to monitors, CPU’s, laptops, printers and other peripheral devices, scanners, keyboards, mouses, speakers, battery backup units, cables, and any components of the previously listed devices. These electronic devices must be recycled. Borough residents only may drop off electronic devices for recycling at the Twin Boroughs Recycling Center located at 336 Lincoln Avenue, East Stroudsburg, Mon.-Fri. 8:00 a.m. to 3:00 p.m. and Saturday 8:00 a.m. – 11:30 AM. This service is for residents of East Stroudsburg and Stroudsburg Boroughs only – no charge for Borough residents. The Monroe County Municipal Waste Management Authority (MCMWMA) accepts such electronics devices for no charge at their Blakeslee PA location, 183 Commercial Blvd. in the New Ventures Industrial Park just off Interstate 80 Exit 284.
Solid Waste User Fee Billed by Borough. The Borough charges all residences required to use the Borough-contracted garbage service and the Borough-operated recycling program a mandatory annual solid waste user fee, which offsets the costs of providing garbage collection and disposal services, and recycling collection and processing services, to those residences.
Unpaid solid waste user fees will result in the placement of a municipal lien by the Borough against the property with the delinquent account. Please note that the owner (landlord) of a rental dwelling unit shall be ultimately responsible for payment of the solid waste user fee for that residence. Solid waste user fees are billed to the owner of record.
Any residence which has been established in the Borough of East Stroudsburg during any part of any given calendar year shall be subject to the solid waste user fee.

Should you have any questions concerning the Borough garbage collection and disposal services, or recycling pickup and processing services, please contact the Borough Office at (570) 421-8300. If your weekly garbage pickup is missed on a Tuesday, contact the Borough Office as soon as possible on that Tuesday as a Waste Management representative is supposed to contact the Borough Office each Tuesday to receive and follow-up on such reports. Yard Wastes. The garbage contractor, Waste Management of PA, Inc., is not responsible for picking up tree branches or limbs, bushes, shrubbery or other vegetative cuttings. The Borough DPW crew picks up yard wastes at curbside, on a scheduled basis, according to the schedule included in the Section on Recycling.
Leaves. The Borough provides an annual curbside collection program for leaves for approximately six weeks each Fall, approximately from mid-October until Thanksgiving. Information on the annual Leaf Collection Program will be included in the Section on Recycling during the Fall months.
Other Restricted Materials – Hazardous Wastes, and Tires.
The Borough garbage service is for the disposal of regular household garbage, refuse, and trash. Hazardous wastes, such as liquid paints, solvents, acids, etc., cannot be placed out for weekly garbage pickup. The Monroe County Municipal Waste Management Authority periodically coordinates collection programs for household hazardous wastes.
In addition to the new requirements concerning television sets and computer equipment, tires are not accepted for disposal at area landfills. Do not place out tires for garbage pickup. You must recycle used tires through a tire dealer.
