On 3/10/2024 at 9:49 p.m. the Stroud Area Regional Police was dispatched to a crash involving a pedestrian in the area of Stokes Mill Road and North 5th Street, Stroudsburg. Upon arrival contact was made with the male victim that was struck by a vehicle who was being treated by EMS for his injuries. Contact was then made with the driver of the vehicle identified as Joseph Lavra. Lavra admitted to hitting the victim with his vehicle. The officer observed Lavra to have slurred speech, bloodshot glassy eyes, unsteady gait while walking, and odor of an alcoholic beverage emanating from him. Standardized Field Sobriety Tests were performed and Lavra failed and then refused taking a PBT test. Lavra was placed under arrest and a search recovered a marijuana vaporizer. Lavra was then transported to Monroe County DUI Center for processing.

Charges were then filed and a warrant for arrest was issued for Joseph William Lavra.
