NOTICE OF PUBLIC MEETING TO CONSIDER EAST STROUDSBURG UNIVERSITY SKETCH PLAN TO CONSTRUCT A SOCCER FIELD LOCATED PARTIALLY IN A WELLHEAD PROTECTION ZONE NOTICE IS HEREBY GIVEN that the Borough Council of the Borough of East Stroudsburg, Monroe County Pennsylvania (the Borough) will hold a public meeting at the East Stroudsburg Borough Municipal Building, 24 Analomink St., East Stroudsburg, PA, on Tuesday, June 3, 2025, at 7:05 p.m. during the Borough Council's regularly scheduled business meeting, to conduct a Public Meeting on the sketch plan proposal submitted by East Stroudsburg University to construct a soccer field with artificial turf on the existing practice field adjoining Centre Street, East Stroudsburg, Pennsylvania, pursuant to §707-A of the Pennsylvania Municipalities Planning Code. The University proposes in its sketch plan to locate approximately twenty-five (25%) percent of the soccer field with artificial turf within an easement area granted to the Borough for Wellhead Protection for Well #2 of the East Stroudsburg water system. The Wellhead Protection Zone is defined in the East Stroudsburg Code of Ordinances at §157-101, et seq. Easements for Wells #1 and #2 with accompanying Wellhead Protection Zones were granted by the Commonwealth to the Borough on June 12, 2020 and recorded on September 24, 2020 in Record Book 2556, Page 9771. All members of the public are encouraged to attend and provide input. The purpose of this public meeting is for members of the East Stroudsburg University to receive input, suggestions, and concerns from the public and members of the East Stroudsburg Borough Council and East Stroudsburg Borough professionals on the East Stroudsburg University's sketch plan proposal for a new ESU soccer field with artificial turf to be constructed within the Borough's Wellhead Protection Zone for Well No. 2. The Borough Council may take action on the ESU proposal at its reconvened regularly scheduled meeting. The Notice of Public Meeting can be reviewed at the East Stroudsburg Municipal Building during regular business hours from 8:00 a.m. to 5:00 p.m., Monday through Friday, as well as online at the East Stroudsburg Borough Website https://eaststroudsburgboro.org. The Public Meeting may also be viewed virtually via the East Stroudsburg Borough's Facebook page.
