SMITHFIELD TOWNSHIP BOARD OF SUPERVISORS REQUEST FOR PROPOSALS 2025 GROUNDS MAINTENANCE SERVICES Proposals for seasonal grounds maintenance services will be accepted by the Smithfield Township Board of Supervisors at the Township Municipal Center at 1155 Red Fox Road, East Stroudsburg, PA, 18301, until 1:00 p.m. Friday, April 4, 2025, at which time the bids will be opened and read aloud. It is anticipated that a contract will be awarded at the regularly scheduled Board of Supervisors meeting on April 22, 2025 at 6:00 p.m. at the Township Municipal Center. Work includes, but is not limited to, mowing and trimming of athletic fields and lawn areas of Minisink Park, Waterfront Park, Cabin, Community Garden area, and the Municipal Center, and maintenance weeding, mulching, and trimming of landscaping, shrubbery, and plantings throughout these areas as well as the Marshalls Falls Park, and the East & West Loop Trails at Minisink Park. A complete scope of work is available at the Smithfield Township Municipal Center, 1155 Red Fox Road, East Stroudsburg, PA, 18301. All proposals shall be submitted on the contractor’s letterhead in a sealed envelope addressed to Smithfield Township Board of Supervisors, noting the Grounds Maintenance Proposal – 2025 is enclosed. A MANDATORY PRE-BID MEETING TO REVIEW THE AREAS INCLUDED AND WORK TO BE DONE WILL BE HELD THURSDAY, March 20, 2025, beginning at 10:00 a.m. at the Township Municipal Center. Proposals submitted by non-attendees will not be accepted. Bidders shall register for the mandatory site inspection by calling the Township office at 570-223-5082. The Smithfield Township Board of Supervisors reserves the right to reject any proposal that does not include all information requested in the RFP and Scope of Work. The Township reserves the right to reject any and all bids and to waive any technicality or informality therein and may award this contract to either the lowest responsible bidder or as deemed to be in the Township’s best interests.
