NOTICE OF PUBLIC HEARING BOROUGH OF STRODUSBURG Notice is hereby given that the Borough of Stroudsburg will hold a public hearing regarding cable franchise renewal. The public hearing will take place on Tuesday, June 18, 2024 at 7:00 p.m. at the Borough Building located at 700 Sarah Street, Stroudsburg PA 18360. Citizens are invited to testify. The purpose of the public hearing is to review the past performance of the cable operator, Blue Ridge, and to identify the future cable-related community needs of the Borough. If speech, vision, hearing or other accommodations are necessary to participate, please contact the Office of the Stroudsburg Borough Manager during normal business hours at least seven (7) days in advance of the public hearing. NOTICE OF PUBLIC HEARING BOROUGH OF STRODUSBURG Notice is hereby given that the Stroudsburg Borough Council will hold public hearings on Tuesday, June 18, 2024, at 7:00 pm in the Council Chambers of the Stroudsburg Borough Municipal Building, 700 Sarah Street, Stroudsburg, PA 18360, for the purpose of determining the boundaries of deteriorated areas to be included within the Borough's Local Economic Revitalization Tax Assistance Act (LERTA) ordinance as required by Section 4 of LERTA, 72 P.S. 4725. After the public hearing for the determination of the deteriorated areas, a further public hearing will be held for the consideration of the following LERTA Ordinance. The meeting also will be streamed on Zoom.us. The instructions and link for accessing the meeting via zoom.us will be provided on the Borough website www.stroudsburgboro.com prior to the meeting. An ordinance amending the Code of the Borough of Stroudsburg by adding a Part 6, Local Economic Revitalization Tax Assistance (LERTA), to Chapter 24 Taxation; Providing for real estate tax exemption for new construction and improvements to deteriorated property pursuant to the Pennsylvania Local Economic Revitalization Tax Assistance Act and establishing standards and qualifications for obtaining such exemption. A summary of the proposed ordinance is as follows: The proposed LERTA Ordinance designates certain parcels located in areas on or around Main Street and Ann Street, identified by tax parcel numbers individually at Exhibit B of the Ordinance, as the deteriorated areas; exempts from Borough real property taxes for a period of time, on a diminishing schedule, that portion of the additional tax assessment attributable to the actual cost of new construction upon, or improvements to, industrial, commercial or other business property in the deteriorated areas, for which proper application is made, subject to certain limitations; provides for a diminishing tax exemption schedule that is for a period of 5 years, and is equal to 100% of the additional assessment in the first year and then reduced by 20% of the original amount each year thereafter; provides for application procedures for tax exemption; and provides exclusion and revocations for the tax exemption. A copy of the full text of the subject Ordinance may be examined by any citizen in the Office of the Stroudsburg Borough Manager located at the Stroudsburg Borough Municipal Building, 700 Sarah Street, Stroudsburg, PA 18360 Monday to Friday 8:30 A.M. to 5:00 P.M. A copy of same is on file and may be inspected at the Monroe County Law Library, Courthouse, Stroudsburg, PA and in the offices of the Pocono Record.
