On December 4, 2024, the Lowe's loss prevention officer for the Stroud Township location contacted the Stroud Area Regional Police to report two retail thefts that were committed by the same individual.

The first one occurred on November 25, 2024, at 3:30 p.m. when the suspect selected several power tools, placed them into a shopping cart, and exited the store without paying for $777.95 worth of merchandise. The suspect left in a U-Haul van with AZ/AM49282. The second occurred when the same individual on December 1, 2024, at 7:18 p.m. entered the store, again selected power tools, placed them into a shopping cart and exited the store without paying for $557.94 worth of merchandise. The suspect left in the same U-Haul van. The retail theft totaled $1,335.89 worth of merchandise not paid for. U-Haul was contacted and provided the name of the male that rented it as Frank Crowley. A positive ID was made between surveillance from Lowe's and Crowley's driver's license photo.

Charges were filed and a felony arrest warrant was issued for Frank Michael Crowley.
