NOTICE TO BIDDERS Bids will be publicly opened and read by the Stroud Township Board of Supervisors on Tuesday, August 20, 2024, at 7:00 PM, at the Stroud Township Municipal Center, 1211 North Fifth Street, Stroudsburg, PA 18360 for the following, to wit: Demolition of all buildings and connections between buildings, and loading, hauling and disposal of demolition debris and refuse at the former Penn Hills Resort property, 2480 Paradise Trail, in Stroud Township, Monroe County, PA. Bidders shall supply all superintendence, labor, materials, refuse transportation, fuel, utilities and equipment, including but not limited to, demolition and loading equipment, trucks, containers, tools, supplies, fuel, sanitary facilities for laborers and all work-related services, including soil and dust control and traffic control. Proposals shall be on a price per ton basis and shall include all demolition and refuse disposal-related costs, including, but not limited to, all fees charged by landfill(s). Disposal site must comply with Monroe County Solid Waste Management Plan. Bidder must be registered waste hauler with Monroe County Municipal Waste Authority and shall be a licensed waste hauler with PA Department of Environmental Protection. Bidder shall provide proof of such registration and license with bid and shall provide brief summary of bidder’s experience and qualifications necessary to perform described work. All work shall be completed by October 11, 2024. Project work does not include disposal of non-friable asbestos-containing material, if any. Such asbestos-containing material as identified by asbestos consultant hired by Township shall be placed in separate piles and covered in minimum 6 mil plastic sheeting by successful bidder for packaging, transportation, and disposal by asbestos removal contractor to be hired by Township. Concrete slabs on grade and areas of concrete in-ground pools and foundations below grade are not included in disposal, however, debris on said slabs, pools and in foundations below grade shall be disposed of by successful bidder. The project area consists of buildings constructed mostly of concrete and steel east of Paradise Trail. Structures west of Paradise Trail are not included in the project work. A pre-bid meeting is scheduled for Thursday, August 8, 2024 at 9 AM at the project site at 2480 Paradise Trail. All bids shall be received by the Township Manager by 2:00 PM, Tuesday, August 20, 2024. Bids received after the deadline will not be accepted or considered. All bids shall be submitted on forms provided by the Township. In addition to said forms, bidders may supplement bids with attachments further detailing their bid proposal. All bids shall be submitted in a sealed envelope and plainly marked “Penn Hills Demolition and Disposal Bid”. Each bid must be accompanied by proposal security in the amount of ten (10%) percent of the total bid. Security shall be in the form of a certified check, bank cashier’s check, or satisfactory bid bond naming as payee the Township of Stroud. No bids or proposals may be withdrawn for a period of sixty (60) days after the date above specified for receiving, opening, and reading of bids, or contrary to Act 4 of 1974 regarding the withdrawal of bids. Bonding companies for Bid, Performance and Payment Bonds must be listed in the U. S. Treasury Circular No. 570. If the bid is accepted, the successful bidder shall execute the Contract and shall furnish and pay for Performance and Payment Bonds in the amount of 100% of the Contract Price within ten (10) business days after receipt of the Notice of Award from Township along with the required Certificates of Insurance satisfactory to Township. This project shall comply with the Pennsylvania Prevailing Wage Act. The Stroud Township Board of Supervisors reserves the right to reject any and/or all bids, or parts thereof, and to waive any defects, irregularities or portions thereof, as deemed to be in the best interest of the Township.
