NOTICE OF PUBLIC HEARING INTENT TO ENACT ORDINANCE NO. 1403 TAKE NOTICE, that the East Stroudsburg Borough Council will hold a public hearing during a special business meeting of Borough Council to enact Ordinance No. 1403, Amended Table of Use Regulations, on the 24th day of June, 2024, at 7:20 PM in the Borough of East Stroudsburg Municipal Building, 24 Analomink Street, East Stroudsburg, PA. After the hearing and during the continuance of the meeting, the Borough Council will, if in order, consider, and vote upon the Ordinance as well as conduct any other business which may come before the Borough Council at that time. The full, attested text of the proposed Ordinance can be reviewed at the Monroe County Law Library, the East Stroudsburg Municipal Building at 24 Analomink Street, East Stroudsburg, PA during normal business hours (8:00 AM to 5:00 PM, Monday through Friday, excluding holidays), and online at the East Stroudsburg Borough Website www.eaststroudsburgboro.org. Copies of the full text of the proposed Ordinance can be purchased at the East Stroudsburg Municipal Building for the actual cost of reproduction. In lieu of setting forth the full text of the proposed Ordinance, a summary is set forth herein: In the Ordinance, amendments to the Table of Use Regulations, Attachment 1 of Section 157-39, Permitted uses, of the Borough of East Stroudsburg Code of Ordinances Chapter 157, Zoning, will include the following: 1) amend the statement regarding the explanation of the symbols used in the table to provide said explanations of the symbols, instead of referring back to Section 159-39 in the Zoning Ordinance; 2) amend uses of schools under the heading “Public and Semi-Public Uses,” approved by Ordinance No. 1396, by amending “Primary and Secondary School” permitted uses, as well as “Technical and Trade School” permitted uses, based on the number of Occupants in the schools; 3) add “Hobby Schools” as a use under the heading “Commercial Use (Retail),” based on the number of Occupants in the school 4) add “Moving & Storage Center” as a Conditional Use in the OM-1 Zoning District under the heading “Commercial Use (Retail);” and, 5) amend the four footnotes regarding “Wireless Communications Facilities” by adding the Special Exception Use in the I-E Zoning District indicated in the footnotes to the table; all of which are deemed to be in the Borough’s and its residents’ best interest. The Ordinance authorizes the officers of the East Stroudsburg Borough Council to take the appropriate steps to effectuate the intent of the Ordinance. The Ordinance makes severable any provision which is found invalid or illegal and, further, repeals all prior provisions of the East Stroudsburg Borough Zoning Code that are in direct conflict with this Ordinance. The Ordinance shall be effective upon its approval as provided by law.
