FIRST PUBLIC HEARING NOTICE FOR MONROE COUNTY AND ON BEHALF OF EAST STROUDSBURG AND STROUDSBURG BOROUGH FOR THE FEDERAL FISCAL YEAR (FFY) 2024 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM Notice is hereby given that the Monroe County Commissioners plan to submit an application to the Pennsylvania Department of Community and Economic Development (DCED) for Federal Community Development Block Grant (CDBG) funds. The County has not been informed as to the amount of FFY 2024 allocation nor the deadline to submit the application. Anticipated funding allocations based on FFY 2023 allocations are expected to be received as follows: Monroe County - $401,473, East Stroudsburg Borough - $157,685, and Stroudsburg Borough - $116,010. The application to DCED is expected to be due in the Fall of 2024. The first of two required public hearings regarding Monroe County and on behalf of East Stroudsburg and Stroudsburg Borough FFY 2024 CDBG program will be held as follows on: • Monroe County: Thursday, June 20, 2024; 9:30A.M. at 1 Quaker Plaza, Stroudsburg, PA • Stroudsburg Borough: Tuesday, July 2, 2024; 7:00P.M. at 700 Sarah Street, Stroudsburg, PA • East Stroudsburg Borough: Tuesday, July 16, 2024; 7:15P.M. at 24 Analomink Street, East Stroudsburg, PA The above meeting’s platform is accessible to individuals with disabilities and/or for persons with limited En-glish proficiency. If you wish to attend and require special accommodations, please no-tify the Redevelopment Au-thority of the County of Mon-roe office 72 hours in ad-vance at 570-421-4300 or via email at exdirector@monroec countyrda.org. The following types of activities may be eligible for funding under the CDBG Pro-gram: water and sewer line replacement and improvements, street improvements, housing rehabilitation, public services that are new or pro-vide quantifiable increases in the delivery of services, re-moval of architectural barriers, economic development, demolition and program ad-ministration. Eligible activities must meet one of three national objectives: principally benefit low-to-moderate income per-sons, prevention or elimination of slums or blight, or meet a need having a particular urgency. At least 70% of available funding must be used for activities which benefit low- and moderate-income persons. The pro-posed activities must benefit at least 51% low-moderate income persons in the ser-vice area to qualify as a low-moderate income project. No displacement is anticipated, and every effort will be made to avoid or minimize displacement and relocation. Should displacement be required, the applicant is responsible for replacing all low-and moderate-income housing units that are demolished or converted. Written comments concerning the needs of the County of Monroe and on behalf of East Stroudsburg and Stroudsburg Borough, pro-posed FY 2024 CDBG pro-gram activities may be submitted to the Redevelopment Authority of the County of Monroe, 701 Main Street, Suite 502, Stroudsburg, PA 18360 or via email at exdirector@monroecountyrda.org no later than 4:00pm on June 19, 2024.
