INVITATION FOR BIDS The Borough of East Stroudsburg will receive sealed bids online via the PennBid ™ Program for the Perry Street and Pearl Street Paving & ADA Ramp Project until 3:00 p.m. prevailing time, on June 11, 2024 at which time, all bids will be opened on line and then publicly read aloud at the Council Chambers at the Borough of East Stroudsburg, 24 Analomink Street, East Stroudsburg, PA 18301. The Scope of Work under the proposed contract includes the milling and overlay of Perry Street from King Street (S.R.2015) to Berwick Heights and Pearl Street from King Street to the end, maintenance, and protection of traffic during construction, and other incidental items. The contract work takes place in Borough right-of-way, located in East Stroudsburg, Monroe County, Pennsylvania. Bidding Documents, including specifications and bid sheets, may be viewed and ordered on online by registering with PennBID. All Bidding Documents are available at no cost at www.PennBid.net. Successful bidders are responsible for the PennBid fee. Documents will be available beginning on May 9, 2024. A non-mandatory pre-bid conference for the Contract will be at the Borough Hall in the Borough of East Stroudsburg, Monroe County, PA on May 30, 2024; at 3:00 pm for general purposes and to inform prospective bidders of contract requirements. Bidders are encouraged to attend and participate in the conference. Bid security shall be submitted with each bid, in form of a certified check or bank draft, payable to the order of the Borough of East Stroudsburg, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, or cash, in an amount equal to 10 percent (10%) of the total amount bid. If providing a Bid Bond, Bidders shall upload a scanned copy of a fully executed bond as part of the online sealed bid submission. After the Bid Opening and upon request by the Owner, Bidder(s) shall provide an original hard copy of the Bid Bond. If providing security in the form of a certified check or bank money order, security must be delivered to the Owner prior to the Bid Opening date and time. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in the amount of not less than one-hundred percent (100%) of the awarded contract amount. An acceptable surety company is anyone included in the latest of the U.S. Treasury Department Circular 570 listings and authorized by the PA Department of insurance to do business in Pennsylvania. The successful bidder shall be required to submit evidence of insurance coverage with an insurance company having an A.M. Best rating of “A-: Class X” or better in accordance with the specifications. State prevailing wages established will apply to this contract. Bids may be held by the Borough of East Stroudsburg for up to 45 days from the date of the Bid Opening for the purpose of reviewing the bids and investigating the qualifications of bidders before making a decision. The Borough of East Stroudsburg reserves the right to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure and to accept any bid, which it may deem to be for or in the best interest of the Borough, and to reject any or all proposals.
