Tobyhanna Artillery Range Formerly Used Defense Site Public Notice Explanation of Significant Differences for the September 2010 Final Decision Document Tobyhanna Artillery Range Formerly Used Defense Site (TOAR-FUDS) Tobyhanna, Pennsylvania The U.S. ArmyCorps of Engineers (USACE) Baltimore District, with the concurrence of the Pennsylvania Department of Environmental Protection (PADEP), is issuing an Explanation of Significant Differences (ESD) for the September 2010 Final Decision Document for the Tobyhanna Artillery Range Formerly Used Defense Site in Monroe and Wayne Counties, Tobyhanna, Pennsylvania. The ESD is required by the Comprehensive Environmental Response, Compensation, and Liability Act and provides updates to the selected remedy and its implementation, updates to Munitions Response Sites (MRSs) boundaries, and other relevant clarifications for 2010 Final Decision Document. The TOAR FUDS was an active military installation from 1912 until its property transfer to the Commonwealth of Pennsylvania in 1949. Much of the site served as an artillery training range during World War I (1914-1918) and World War II (1941-1945). The former Tobyhanna Artillery Range property is now located on the Tobyhanna State Park and on some portions of the State Game Lands. Because of this past military training, numerous unexploded munition items remained at the site. Since 1998 various restoration activities have occurred throughout the site. These restoration activities consisted of identification, destruction or removal and disposal of munition items. Members of the community are encouraged to contact USACE if interested in reviewing the complete ESD document or regarding general questions about the site and the restoration activities. The site's remedial action measures and ongoing monitoring activities continue to be protective of public health and the environment.
