All bids must be submitted online via the PennBid Program. THEY WILL BE ANSWERED ONLINE and will be posted on PennBid. BID SUBMITAL RETURN AND DEADLINE May 12th at 10:00 a.m. VIA PENNBID. We will open line at 10:05 am All bids must be accompanied by a Bid Guaranty in the amount of five (5%) percent of the total amount of the bid, in the form of either a certified check or bank cashier's check payable to Housing Authority of Monroe County, or bid bond on form provided, with acceptable corporate surety company as identified in Department of Treasury Circular No. 570, effective July 1, 2007, and authorized to do business in Pennsylvania. The successful Bidder will be required to furnish a Performance Bond and Labor and Material Bond on the forms provided. Each bond shall be in a penal sum equal to one hundred (100%) percent of the Contract price, and shall be in a corporate surety company as identified in Department of Treasury Circular No. 570, effective July 1, 2007, and acceptable to the HAMC. If equal low bids are received from responsible bidders, award shall be made upon the exercise of discretion as to the lowest responsible bidder, or all bids shall be rejected. Bids may not be withdrawn for a period of sixty (60) calendar days following the date of opening. Bidders’ attention is called to the requirements set forth by Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C.1701 u). All provisions of Section 3 will apply.
