NOTICE MBE/WBE & Section 3 Business Concerns As a Grantee of a Community Development Block Grant (CDBG) and HOME Programs, the County of Monroe is bound by guidelines which were developed to promote local economic development, neighborhood economic improvement and individual self-sufficiency for low-and very low-income individuals and business concerns. In administering these programs, the County has established a policy to encourage the use of Minority and Section 3 owned businesses in CDBG and HOME assisted projects. In order to implement this policy, Monroe County is updating their list of Section 3 and Minority and Women Businesses. The list is provided to recipients, contractor, and subcontractors of its Community Development Block Grant (CDBG), HOME programs and other federal funding administered by the County of Monroe. Section 3 Section 3 Residents A Section 3 resident is defined as a: 1) A public housing resident; or 2) An individual who resides in the County of Monroe, and who qualifies as a low or very low-income person. Section 3 Businesses A business can qualify as a Section 3 business if it meets one of the following definitions: 1. A business concern that is 51 percent or more of the business is owned by one Section 3 resident; or 2. Whose permanent, full-time employees include persons, at least 30 percent of whom are currently Section 3 residents or within three years of the date of first employment were Section 3 residents; or 3. That provides evidence of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontracts to be awarded to business concerns that meet the qualifications set forth in (1) or (2) above. Minority/Women Owned Enterprises (MBEs/WBEs) An MBE/WBE business meets one of the following: 1. a sole proprietorship, owned and controlled by a minority and/or woman; or 2. a partnership or joint venture controlled by a minority or woman in which 51 percent of the beneficial ownership interest is held by minorities or women; or 3. a corporation or other entity controlled by minorities or women in which at least 51% of the voting interest and 51 percent of the beneficial ownership interest are held by minorities or women.
