INVITATION FOR BIDS NOTICE IS HEREBY GIVEN that the Borough of Stroudsburg is accepting sealed bids for Road Reconstruction of South 8th Street on PennBid until 11:00 A.M. local time on May 3, 2024, at which time they will be publicly opened and read aloud. Contract Documents will be available on PennBID starting at 9am April 18, 2024. The Work comprises milling of the roadway, installation of a 19mm scratch coat, tack coat and 9.5mm overlay, construction of 4 - ADA curb cut ramps at the intersection of South 8th Street and Ann Street, adjust manholes, seal all joints and all appurtenances for a complete job in accordance with these Contract Documents. The Borough of Stroudsburg will provide adjustment rings for the manholes. The Borough of Stroudsburg will also adjust the inlets and complete all line striping. Each individual utility will be responsible for adjusting any valve boxes. Each Bid shall be accompanied by an approved Bid Bond in the amount of 10 percent of the total Bid price, uploaded into PennBID, as a guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required Bonds and Insurance, prepare the required submittal documents and execute the Agreement. All Bids shall remain irrevocable for a period of 60 calendar days from the date of Bid opening, or as allowed by law. Contract Documents can be viewed for free at the office of the Engineer, Peters Consultants, Inc., 2701 Columbia Boulevard, Bloomsburg, PA 17815 and at the Borough of Stroudsburg Office, 700 Sarah Street, Stroudsburg, PA 18360. Davis Bacon and Related Acts apply to this project. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must also establish a 6.9% goal for female participation and a 1.0% goal for minority participation in his aggregate on-site construction workforce for Contracts in excess of $10,000. The Borough of Stroudsburg is utilizing federal funds for this project, and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 73 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. The Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the Contractor must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 73.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The Borough of Stroudsburg reserves the right to award to the most responsible Bidder on Bid Schedule and reject any part of and/or all Bids as it may best serve the interest of the Owner.
