PUBLIC NOTICE Pursuant to the “Noncoal Surface Mining Conservation and Reclamation Act” and the “Clean Streams Law”, notice is hereby given that Pocono Sand and Stone LLC, 540 South Sterling Road, South Sterling, PA 18460 has made application to the Pennsylvania Department of Environmental Protection (PA DEP) to revise existing Surface Mine Permit No. 5278SM4 to request the importation of fill material for reclamation purposes. The mine site is located in Greene Township, Pike County, Pennsylvania, and is known as the South Sterling Quarry. The permit area is 67 acres and is situated along South Sterling Road in Pike County on the eastern side of State Route 191, approximately 1.0 mile north of Pine Grove Road. The approved reclamation plan for the site calls for terrace graded to 35 degrees from the horizontal. With this application, Pocono Sand and Stone is requesting a second reclamation, option, approximate original contour (AOC). Pocono Sand and Stone would achieve reclamation to AOC by importing fill material. With this option, the final postmining land use would be unmanaged natural habitat. The receiving stream for the NPDES discharge point is the Wallenpaupack Creek, which is designated as High-Quality Cold-Water Fishes (HQ-CWF) and Migratory Fishes (MF) in 25 Pa Code Chapter 93. The Site is located on the Newfoundland, PA US Geological Survey 7.5-minute topographic map, approximately 9.9 inches north and 14.4 inches east of the lower left-hand corner of the quadrangle. A copy of the application is available for public inspection at Greene Township Office, 198 Brink Hill Road, Greentown, PA 18426. Written comment, objection, or a request for public hearing or informal conference may be submitted to the DEP by May 26, 2024 and must include the person’s name, address, telephone number, and a brief statement as to the nature of the objection(s).
