SMITHFIELD TOWNSHIP MONROE COUNTY, PA NOTICE OF ORDINANCE ADDING NOISE AND NUISANCE CONCERNS TO THE SMITHFIELD TOWNSHIP CODE OF ORDINANCES AND PUBLIC MEETING TO VOTE ON SUCH ORDINANCE At a regular monthly meeting of the Board of Supervisors of the Township of Smithfield, Monroe County, Pennsylvania to be held on Wednesday, April 24, 2024 at 6:00 p.m. at the Township Municipal Building, 1155 Red Fox Road, East Stroudsburg, PA, the Township Supervisors will consider and vote on whether or not to adopt proposed Ordinance No. 248 which is an ordinance that will establish a Part Two (2)-Noise and Nuisances section to Chapter Ten (10)-Health and Safety of the Township Code of Ordinances. Said Ordinance contains several comprehensive Definitions, recites its Applicability to All Properties within the Township (and motor vehicles are to be included), establishes Noise Control Officers and their authority to enforce the Ordinance. It establishes Sound Measurement Protocols, Maximum Permissible Sound Levels with various Tables listing Maximum Permissible Sound levels (by way of decibels and times of the day) measured outdoors and indoors and on residential and commercial properties. It establishes Restricted Uses and Activities, provides for Exemptions from the Ordinance Requirements and establishes Temporary Waivers, Notice of Violations, Violations and Penalties, Enforcement, Severability, Repealer and Effective Dates provisions. Any and all interested persons or parties are invited to attend the meeting and offer public comment prior to the Board taking official action. A full copy of the complete text of the proposed ordinance has been delivered to this newspaper for examination by the public and a full copy of the complete text of the proposed ordinance may also be examined without charge at the Township Building (at the address noted above) Monday through Friday during its business hours (8:00 a.m. - 4:00 p.m.) by requesting a copy of same from the Township Secretary; or, a copy of the ordinance may be obtained at cost upon payment to the Township of its copy charge for same.
