ADVERTISEMENT FOR REQUEST FOR PROPOSALS ON QUALIFICATIONS FOR GUARANTEED ENERGY SAVINGS PROJECT Notice is hereby given that the Windber Area School District will receive sealed qualifications for a Guaranteed Energy Savings Performance Contract until April 15th, 2024, at 12:00 P.M. local prevailing time at the office of Windber Area School District, located at: 2301 Graham Avenue, Windber, PA 15963. Proposals received after the qualifications receipt deadline will not be accepted. Proposals will be held in strict confidence until reviewed and a contractor selected. Interested Energy Service Companies are required to secure a complete copy of the Request for Proposals on Qualifications from the Business Office at the above-mentioned address. The Proposals will be to furnish A comprehensive energy efficient equipment retrofit, repair and modernization program for the Windber Area School District. Proposals must be submitted in the format required by the Request for Proposals on Qualifications, and must comply with all applicable minimum qualifications, laws and regulations. For all those firms interested in submitting qualifications, attention is directed to Pennsylvania Legislature Act 39 of 2010 amended as ACT 163 of 2016 regarding guaranteed energy savings programs and public institutions. All proposed energy performance contracts and other financing arrangements proposed must be capable of being implemented under the laws and regulations of the State of Pennsylvania. This project is subject to the Pennsylvania Prevailing Wage Law, approved August 15, 1961 (Act No. 442), as amended, and reference is made to the prevailing minimum wage rates applicable to this project which has been promulgated by the Secretary of Labor and Industry.
