Public Notice Blasting Schedule Notice is herby given that Kinsley Construction, Inc., PO Box 2886, York, PA, (717) 741-3841, plans to conduct surface blasting at the non-coal mining operation Penroc Quarry DEP Permit # 4873SM8 (Williams Quarry) and 4873SM5 (Ensminger Quarry). Blasting is scheduled for Monday through Saturday, inclusive, between the hours of 7am and 6 pm. The above schedule applies to the land tract that lies approximately 600 ft southeast of the intersection of South Zarfoss Road and Market Street and is accessed by Penroc Drive. The West York, PA USGS 7.5 minute topographic map contains the areas described which are located 12.25 inches north, and 4.3 inches west from the bottom right corner of the map. Access to the blasting area will be controlled by a flagman guarding the access road to the blast area and road barricades will be erected a minimum of 10 minutes before each detonation. The audible warnings and all clear signals to be used before a shot and after blasting are as follows: Pre-warning: Three (3) audible signals of a horn or siren, each lasting approximately 5 seconds, or at least 1 minute, but not more than 1 minute prior to detonation, followed by one (1) warning signal of a horn or siren 10 seconds prior to detonation. All-clear signal: One (1) audible signal, lasting approximately 10 seconds. Emergency situations that might prevent blasting at the scheduled times or that may require unscheduled detonation would include rain, lightning, other adverse atmospheric conditions or operator or public safety.
