INVITATION TO BID INVITATION TO BID Sealed bids will be received by the Delaware-Lackawanna Railroad Co., Inc. (DL) for the Scranton Area Track Connectivity & Yard Expansion Project*Phase 1. Work will take place between MP 133.75 to MP 134.00 on the Pocono Running Track at Bridge 60 and MP 0 to MP 0.06 on the Strawberry Hill Running Track in Scranton, Lackawanna County, PA. The project includes the removal of four turnouts and one crossover, installation of six new turnouts and one crossover, track realignment, as well the replacement of rail and ties on the Strawberry Hill Running Track. All materials shall be provided by the Contractor and are subject to 100% domestic requirements. PennDOT is providing a portion of the funding for the project; therefore, all work must meet funding agency requirements and approval before payment will be made to the Contractor. Pennsylvania Prevailing Wage rates are required. Bidders must provide a valid VDMU (Vendor ID) number with their bids and be in good standing with the Commonwealth. Bidders shall verify their registration status at https://pasupplierportal.state.pa.us/irj/portal/anaonymous. Final acceptance will be subject to funding agency inspection and audit. Bid Documents may be obtained by qualified track contractors at no cost from Erdman Anthony (585-427-8888 x1083). Bid Documents will not be available through plan rooms. Addenda, if any, will be issued to only those persons whose name and address are on record with the Engineer of having obtained the Contract Documents. All questions regarding the Bid Documents and the Scope of Work shall be directed to the Engineer. A pre-bid meeting will not be held. Bidders wishing to view the work site may make arrangements with the Engineer. All work must be substantially completed by December 31, 2024. Bid envelopes are to be plainly marked Scranton Area Track Connectivity & Yard Expansion Project*Phase 1. Bids must be received no later than 1:00 PM on March 28, 2024 and will be opened promptly thereafter. Bids will be accepted by US Mail, UPS, FedEx, or hand delivery to: Erdman Anthony Attn: Dennis Elias 145 Culver Road, Suite 200 Rochester, NY 14620 Bidders are required to furnish their Bid Security in the amount of 10% of their total bid. The Successful Bidder will be required to furnish Performance and Labor and Material Payment Bonds, each in the amount of one hundred percent (100%) of the contract amounts in accordance with the provisions of the Contract Documents, and proof of insurance. All bids shall be binding for a period of sixty (60) days after the bid opening date.
