Paradise Township Enforces New Regulations on Former Chestnut Grove Resort Property to Address Community Concerns

Paradise Township, PA — In response to increasing concerns from local residents, Paradise Township has enforced a new set of regulations on the property at 106 Carlton Road, formerly known as Chestnut Grove Resort. The property, now owned by Chestnut Grove Resort Realty, LLC ("CGRR"), has been a source of noise and disruption since its acquisition by Joseph Mamrout and Albert Mamrout, who are using it for private purposes.

The transition from a public resort to private use has led to numerous complaints from neighbors regarding noise violations, late-night fireworks, and other disturbances. Existing ordinances were deemed insufficient to address these issues, prompting the township to impose stricter regulations.

Key Provisions of the New Regulations:

  1. Application for Conditional Use:
    • CGRR is required to apply for a conditional use for the property as a "resort" by July 17, 2024, in accordance with the Paradise Township Zoning Ordinance. This measure aims to align the property's use with local zoning laws.
  2. Immediate Actions by CGRR (Deadline: July 3, 2024):
    • Garbage Management: Secure bear-proofing for all garbage facilities and ensure weekly removal of waste.
    • Mailbox Replacement: Install a functioning, approved mailbox.
    • Emergency Contact Information: Post an In Case of Emergency (ICE) contact poster with 24/7 emergency contact numbers at the main building.
    • Community Engagement: Establish a "Neighbors" group for texting property use concerns.
    • On-Site Manager: Provide contact information for a full-time on-site manager, if appointed.
    • 24/7 Contact Number: Provide the township with a 24/7 contact number for use in the absence of on-site supervisory personnel or if complaints are not promptly addressed.
  3. Restrictions on Property Use:
    • Fireworks and Outdoor Speakers: Prohibited past 9:00 pm on weekdays and 10:30 pm on weekends, with an exception until 10:30 pm on July 4, 2024.
    • Noise Control: Noise levels must not exceed 65 decibels from 6:00 am to 9:00 pm and 60 decibels from 9:00 pm to 6:00 am, as measured at the property line.
    • Code of Conduct: Enforce a strict code of conduct for guests and visitors, with violators banned from the property.
  4. Enforcement and Compliance:
    • CGRR must ensure that all activities comply with the stipulated noise levels and that no fireworks are used in violation of township regulations, especially during burn bans.
    • The township's Codes Office is authorized to enter the property to verify compliance and investigate complaints.

Paradise Township officials hope that these new regulations will restore peace and order to the community while allowing the property's new owners to use their property responsibly. The interim use plan is seen as a necessary step to balance the interests of CGRR and the neighboring residents, ensuring that the property's new use does not disrupt the quality of life for those living nearby.
