On September 30, 2024, at 3:13 p.m. the Stroud Area Regional Police were dispatched to the Walmart in East Stroudsburg for a report of a male causing a disturbance inside the store and threatening to hurt the caller.
The officer met security in the parking lot and pointed out the male who was standing next to a shopping cart with a car battery in it. Upon the officer asking the male what happened in the store, the male was confrontational and refused to provide identification when asked. After multiple attempts to get the males ID for the investigation, the officer informed the male he would be physically arrested if he did not comply. The male again refused, and the officer advised him he was under arrest. As the officer attempted to place handcuffs on the male, he began to resist and forcefully and tried to break away. When the officer tried to call for assistance on the radio the male was able to break away and run. Through investigation the male was later identified as Luis A. Ramos.
Charges for resisting arrest and escape were filed and an arrest warrant was issued for Luis Angel Ramos.
