On March 26th, 2025, officers with the Pocono Township Police Department were dispatched to a residence in East Stroudsburg for a reported domestic disturbance. Officers arrived on scene and learned that one of the individuals involved had since left the residence. Through the investigation, officers were able to identify the offender as Kai Liao, a 55-year-old male from East Stroudsburg, who had left the scene. Due to Liao leaving the scene, a felony arrest warrant was issued. Liao was later apprehended on the felony arrest warrant without further issue. 

Liao was charged with Strangulation (F2), Simple Assault (M2), and Harassment (S). He was transported and placed into the Monroe County Correctional Facility.
