PUBLIC NOTICE
NOTICE IS HEREBY GIV-EN THAT THE Zoning Hearing Board of Stroud Township will conduct a Public Hearing at the Stroud Township Municipal Building, 1211 North Fifth Street, Stroudsburg, Pennsylvania, on Wednesday, May 7, 2025 at 6:30 pm to consider the following:
ZHB #24-08 Appellant Debra A. Colucci of 1471 North 9th Street, Stroudsburg, PA 18360 appeals Township Zon-ing Officer Michael P. Manter's March 4, 2025 En-forcement Notice. The Notice alleged Appellant established a new use for, and/or change the use of the subject property without first obtaining a zoning permit in violation of ยง27-1104. The Notice specifically alleged Appellant allowed the establishment of a beauty shop (nail salon) (SIC 7231) use on the property without appropriate zoning permits. Appellant alleges she has a right to continue a previously established commercial use by virtue of a July 5, 2007 Non-Conforming Use Certificate in the then R-1 District, that she enjoys legally vested rights to continue or commercial use under doc-trines of variance by estoppel and equitable estoppel.
The property is now zoned C-4 and is identified as Monroe County Parcel Tax Map No. 17693103202393.
Any interested party may examine the plans and applications for these appeals during the hours of 8:30 A.M. to 4:00 P.M. at the Stroud Township Municipal Building on business days.
