COUNTY OF MONROE COMMONWEALTH OF PENNSYLVANIA NOTICE OF ENACTMENT NOTICE IS HEREBY GIVEN that at a public meeting held on May 7, 2025, at 9:30 a.m., the Board of Commissioners of the County of Monroe (the County) enacted an ordinance (the Ordinance) authorizing the incurrence of nonelectoral debt in the maximum aggregate principal amount of $13,000,000 evidenced by its General Obligation Bonds, Series of 2025 (the Bonds), for the purpose of providing funds to be applied for and toward the Project, as defined in the Ordinance. The following amendments were made during final enactment of the Ordinance: i) the County approved and accepted the Bond Purchase Agreement presented by PNC Capital Markets LLC, setting forth the parameters of the Bonds, to be supplemented hereafter by an Addendum; (ii) Schedule A reflecting the Maximum Debt Service Schedule and Schedule B reflecting the overall debt of the County were completed; and (iii) certain clarifications and grammatical changes were made to the text of the Ordinance. The aggregate purchase price for the Bonds was fixed at not less than 95% nor more than 115% of the aggregate par amount, including the underwriting discount and total net original discount or premium, and plus accrued interest to the date of closing. The maximum interest rate approved for the Bonds is 6.00%. The text of the Ordinance as finally enacted, may be examined by any citizen at the office of the Chief Clerk/County Administrator in the Commissioners Offices, 2nd Floor at the County Administration Center, One Quaker Plaza, Stroudsburg, Pennsylvania, on any regular business day between 9:00 a.m. and 4:00 p.m. This notice is given in accordance with the requirements of and in compliance with the Local Government Unit Debt Act, 53 Pa.C.S. ยง 8001 et seq., as amended and supplemented.
