Monroe County Board of Commissioners 1 Quaker Plaza, Room 201 Stroudsburg, PA 18360 PARKING LOT REPAVING â ONE QUAKER PLAZA STROUDSBURG BOROUGH, MONROE COUNTY ADVERTISEMENT FOR BIDS Sealed Bids for the milling and the re-pavement of a parking lot located at Quaker Plaza in Stroudsburg, PA will be received online via the PennBid Program, by Monroe County Board of Commissioners, until 3:00 p.m. local time on January 22, 2025, when Bids will be opened and publicly available on PennBid. in the Commissioners' Public Meeting Room, Monroe County Administrative Center, One Quaker Plaza, Room 203, Stroudsburg, PA 18360. The opened bids will be reviewed and possibly awarded at the Board's public meeting scheduled for February 5, 2025, at 9:30 a.m. The Project consists of the milling of approximately 16,000 sf of the existing parking lot, repaving, and striping. A separate area of approximately 1,700 sf includes excavation of existing asphalt, regrading, rolled asphalt curbing and full depth pavement. Work includes performing all site work including any grading, asphalt paving, and E & S measures. Bids will be received for a single prime contract. Bids shall be on a lump sum basis as indicated on the Bid Form. All bidding documents are available at no cost at PennBid (pennbid.bonfirehub.com) A non-mandatory pre-bid conference will be held for this project on Thursday, December 19, 2024, at 10:00 a.m. at 1 Quaker Plaza, Room 201, with a site visit to follow. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidder must ensure that employees and applicants for employment are not discriminated against because of their race, religion, color, handicap, national origin, age or sex. Bids will remain subject to acceptance for the period of 90 days, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to the end of this period. Upon written notice from the County that it intends to accept the Bidder's proposal, the successful Bidder will be required to furnish to the County, in accordance with the Instructions to Bidders all insurance certificates, a Performance Bond and a Payment Bond, each Bond in the amount of one hundred percent (100 %) of the Bid and in the form incorporated in the Bid Do The County reserves the right, at its option, to reject any or all bids or waive any informalities, defects, errors or omissions, irregularities in any or all bids if it is in the best interest of the County to do so and to award only to those whose proposal is deemed by the County to be most advantageous to the interest of the County. All contractors must be licensed to work in the Commonwealth of Pennsylvania. Any Bid that the County concludes fails to meet all the requirements of the Contract Documents will be considered non-responsive and will be rejected.
