Brown Secures Nearly $4 Million for Critical Community Investments in Northeastern Pennsylvania

HARRISBURG – Sen. Rosemary M. Brown (R-40) today announced substantial investments of nearly $4 million through the Redevelopment Assistance Capital Program (RACP), benefitting community projects aimed at enhancing public resources, supporting entrepreneurship, improving health care infrastructure and expanding educational facilities in northeastern Pennsylvania. The grants will support essential services and spur economic development, helping to build a stronger, more resilient community.

Projects that will be receiving funding include:

Monroe County Technical Institute (MCTI) Conference Center Expansion – $1 million toward the MCTI expansion, which will include a secure indoor staging area to enhance student and staff safety and provide additional space needed to accommodate the growth of MCTI’s educational programs. This investment will support MCTI’s mission to provide quality technical training for the region.

TekRidge Expansion – $930,000 to complete the build-out of the TekRidge Center, advancing resources for start-up businesses as part of the Greater Scranton Chamber of Commerce’s Ignite Business Incubator Program. This expansion will further position the region as a hub for innovation and economic growth.

East Stroudsburg University (ESU) Athletic Facilities Renovation – $1 million to renovate ESU’s pool and resurface both the indoor and outdoor tracks, addressing long-standing safety concerns. These improvements are essential to maintaining high-quality athletic facilities for students and the broader community.

Lehigh Valley Hospital (LVH) Pocono – Family Birth and Newborn Center – $1 million to assist with relocating and enhancing the Family Birth and Newborn Center, creating a dedicated space on the hospital’s fourth floor for postpartum maternity beds and converting the current labor and delivery area for prenatal testing and triage. This expansion will improve patient care and operational efficiency within the hospital’s maternal and neonatal services.

“These grants are an exciting step forward for our community, each aimed at addressing specific needs in education, health care and business development,” said Brown. “By investing in these key areas, we are building a foundation for long-term growth and a stronger community for our families and businesses.”

RACP is a grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational and historical improvement projects. RACP projects are state funded and cannot obtain primary funding under other state programs.
